Please join us on Monday, November 28, 2022 to welcome our guest speaker, Dr. Jim Boutilier who will speak on “Critical Votes: Surviving in the Puzzle Palace: A Survey of Today’s Challenging Geopolitics”.
Significant votes have been held by the UN General Assembly against Russia’s incorporation of the oblasts in eastern Ukraine. Xi may well be elected as General Secretary for life. The midterm U.S. election results will affect the United States and its international standing. Votes taking place in NATO and among the EU nations provide a measure of European unity and resolve. We look forward to Dr. Boutilier’s observations on these events.
Dr. Jim Boutilier is an outstanding speaker and a great friend of our Society. It is a pleasure to welcome him back to address our members.
Dr. Boutilier is the former Special Advisor (Policy) at Canada’s Maritime Forces Pacific Headquarters in Esquimalt, British Columbia. He was responsible for advising the Commander of Maritime Forces Pacific on matters of defence and foreign policy and maritime security in the Asia-Pacific region. Prior to this, Dr. Boutilier spent twenty-four years on staff at the Royal Roads Military College in Victoria as Head of the History Department and then as Dean of Arts.
