Please join us on Monday, November 26 to welcome our guest speaker James Boutilier. He will address our Society on “Whither International Support for China”.
We seem to be entering a new era in the Chinese saga with the recent push back against Chinese activities, whether it be Trumpian tariffs, espionage trials in the United States that target Chinese Americans, anti-United Front legislation in Australia, Malaysia’s recalibration of its relationship with China, warnings from a senior Singaporean commentator about Chinese debt traps, new skepticism about President Xi’s Belt and Road Initiative, Canada’s unwillingness to permit a Chinese takeover of Aecon or Canada’s imposition of tariffs on Chinese steel.
Prior to his appointment at MARPAC, Dr. Boutilier spent twenty-four years on staff at the Royal Roads Military College in Victoria as Head of the History Department and then as Dean of Arts. During his time at RRMC, he was instrumental in establishing the military and strategic studies degree program at the college and taught courses on naval history, contemporary Asia, the history of the Pacific, and strategic issues. He is also an adjunct professor of Pacific and Asian Studies at the University of Victoria and the President of the Maritime Awards Society of Canada. Dr. Boutilier, his charming wife, Ping, and brilliant daughter, Janou, live in Victoria, British Columbia.
